The criminal and administrative raps versus the lady councilor, who recently filed her candidacy for vice mayor in next year’s election, stemmed from the transactions involving P333,000 worth of learning materials for the city’s day care centers and nearly P500,000 worth of Nebulizer sets and Nebules for the city’s health centers.

Said learning materials and Nebulizers were alleged to have been received by recipients but the Commission on Audit (COA) reported otherwise.

“Wasted” and “missing,” the complaint went in describing the questioned learning materials, the payment for which was ordered suspended by the COA.

COA verification on Baronda’s claim that full distribution of the materials were made showed some deficiencies.

“Please explain…,” the Commission said in its post-audit accompanied by a Notice of Suspension submitted to the Ombudsman.

To note, Baronda eventually claimed that the learning materials were actually destroyed during Typhoon Frank. State auditors though pointed out receipt of Inspection and Acceptance Reports that clearly stipulated receipt last June 28, 2008. Typhoon Frank hit Iloilo June 21, 2008.

“There was a report made by Councilor Baronda on the supposed 100% distribution to the city’s Daycare centers yet when verified proved to be untrue,” excerpts of the complaint went. “The learning materials were apparently wantonly stored not in a government warehouse but in a private place said to be owned by Councilor Baronda’s boyfriend.”

City’s General Services Office (GSO) Supply Officer II Milagros Papa in a letter maintained that full delivery was indeed made with Baronda accepting such. As for the purported damage, Papa wrote, “The items stored therein could not be accounted for because of the situation of the place which is very wet and muddy and the alleged items were filed and scattered with garbage full of mud under the shady place of a private house and emit a very undesirable odor.”

Similar complaint was also made on the acquisition of Nebulizer sets and Nebules for the city’s health centers.

“Like the learning materials, the Iloilo City Government purchased nearly P.5 million of Nebulizer sets and Nebules for the health centers of Iloilo City. End-user was Councilor Baronda who reported 100% distribution to recipient health centers yet when validated and verified by COA proved otherwise,” the complaint went.

It can be recalled that the “missing” learning materials issue was first raised in the Sangguniang Panglungsod by City Councilor Antonio Pesina which prompted a “word war” between the two city legislators for more than a week.

Baronda, in earlier interviews, strongly denied Pesina’s allegations saying there were just inconsistencies in the documents as filled up by her staff.

She said then that Pesina only raised the issue to destroy her considering that the latter was also eyeing to run for vice mayor in next year’s election.

Pesina, indeed filed his certificate of candidacy for vice mayor yesterday under the ticket of Raul Gonzalez Sr.

Baronda, on the other hand, is running under the ticket of Vice Mayor Jed Patrick Mabilog.

Baronda in an earlier interview said that she welcomes any investigation on the issue as she has nothing to hide and has documents to prove her claim.

Baronda, chair of the committee on education, claimed that Ganzon told her to stop the debating with him over his pet proposal or else he will kick her.

“Untati na kay tindakan ta ka (Stop that or I will kick you),” Baronda said as she recounted Ganzon’s threat.

Baronda said Ganzon, the son of former Iloilo City mayor and Senator Rodolfo Ganzon, threw the threat right in her face.

The “tindakanay” issue is one of the twists that came out of the proposed Iloilo City College which Ganzon has been pushing since last year.

Baronda said she told Councilor Perla Zulueta about Ganzon’s actuations. She also said that Councilor Armand Parcon, who was sitting near them, noticed the episode.

After their session Wednesday, Baronda went to the Iloilo City Women and Children’s Concern Section to have the incident entered in the police blotters.

Ganzon denied issuing the threat at Baronda saying that “women are loved, not harmed.”

Ganzon said he only confronted Baronda on the slow deliberation of his proposal in the education committee.

“It is not my nature to threat women, much less my colleague in the council,” Ganzon said over Aksyon Radyo.

Zulueta confirmed that Baronda told her about the tindak threat although she did not hear the confrontation between Baronda and Ganzon.

Zulueta said she believes Baronda’s side of the story “because she has no reason to expose herself to such controversy.”

Parcon said told the Baronda and Ganzon to stop their bickering in the middle of the session because it was “unparliamentarily.”

“I did not hear anything although I saw them in each other’s face already,” Parcon said.

Baronda said she is open to reconciliation with Ganzon although she was hurt by what happened.

Nahirapan rin si Councilor Antonio Pesina upang tawagin ang attention ng mga kasamahan upang pakinggan si Zulueta, dahil tuloy ang kaguluhan bunsod ng maling procedure sa session.

Dahil dito, hindi naman napigilan ni Councilor Zulueta na magbiro kung sino ang mas bagay na maging bise alkalde kina Councilors Julienne Baronda at Antonio Pesina.

After the council passed the resolution sponsored by Councilor Eldrid Antiquiera condemning Kho for allegedly filming and spreading the video, Councilor Julienne Baronda told the body that she has a copy of the video in her laptop copy.

The councilors flocked Baronda’s table to view the video which is spreading in the country like wildfire.

Councilor Eduardo Peñaredondo called for a 15-minute recesss so their colleagues could view the whole controversial video but Councilor Erwin Plagata refused to grant the request.

Plagata said he found it ridiculous to view the video inside the session hall at the second Iloilo Terminal Market reason why he declined to go on recess.

Plagata said the councilors should have not watched the video during the session because they already condemned it though Antiquiera’s resolution.

Baronda denied showing the video to her colleagues saying she has no copy.

“At first, I had difficulty opening my wireless fidelity (wi-fi) connection to the Internet so we could see an online copy of the video. But we failed to find an active link. All we saw were pictures of another actress who also has a sex video with Dr. Hayden Kho,” Baronda said.

Councilor Perla Zulueta said she only saw pictures of Halili and Maricar Reyes but not the video.

But Zulueta said she was surprised when other councilors flocked Baronda’s table where her laptop was situated.

“I was talking to my secretary when I sensed that the other councilors were already flocking Jam-Jam’s table. Then I heard Tongtong Plagata say ‘Go back to your seats’. Maybe they saw the video at that instance,” Zulueta said.

STRONG CONDEMNATION

Antiquiera’s resolution strongly condemned the “dastardly act” of taping and releasing for public viewing of the sex video of Kho and Halili.

Antiquiera said they saw the video in Baronda’s laptop during the session.

Baronda said the distribution of the sex video is “a cruel act against women especially that Halili was not aware she was being filmed.”

Antiquera said they are not blaming the couple if they have sex in private but it is something else when their tryst is filmed and released to the public.

Copies of the sex video are selling like hot potato in Iloilo City and the rest of the country after it was leaked to the public.

Antiquiera said Kho can be liable for various criminal offenses if proven that he is responsible for spreading the sex video.

He said the resolution will be submitted to the Professional Regulation Commission (PRC) to support calls for the possible revocation of Kho’s medical license.

Visayas-based Bombo Radyo reported that council members jostled as each one tried to get a glimpse of the video featuring Kho and actress-model Katrina Irene Halili.

The incident started when City Councilor Eldrid Antiquierra had introduced a resolution condemning Kho’s actions.

But the commotion occurred when Councilor Julienne Baronda said she had a copy of the video, and invited her colleagues to watch it on her laptop computer.

The commotion was such that Councilor Eduardo Peñaredondo called for a 15-minute recess just so they can watch the video.

Councilor Erwin Plagata, who acted as presiding officer at the session, branded as “ridiculous” the scene where city councilors jostled to watch the video.

Plagata said this was why he denied the request for a recess.
